How on earth do you change that? I've looked everywhere in the game for it, no dice.

start -> settings -> control panel -> regional settings -> something lol

i forget what the last part is because its slighltly different for W:A...

This is WWP forum.

You're right. In WA it has been changed to the more intuitive and logical "location" setting, while in WWP it still uses, IIRC, the language settings.
Start -> Settings -> Control panel -> Regional settings -> Languages -> Details

- 8.3 Flag changing in Wormnet
The flags in the lobby of Wormnet are directly related to the regional settings of your computer. If you wish to change the country flag, follow these instructions:
- Double click on 'My Computer'.
- Double click on 'Control Panel'.
- Double click on 'Regional Settings'.
- Select desired language.
The flag that you have whilst playing in game is set up when you create a team. To amend this, edit your team details.
