I get why they would choose to remove some of the speech packs, though they should have made sure doing so didn't bug out the entire speech system, which it did.
What I don't get is why they would remove the cheat's menu in the scheme creator. One of the options there were indestructible terrain, which is vital for some game modes. Not sure what else has been removed.

The Cheat options are unlocked as you complete training and missions. This has not changed from the CD editions.
If anybody wants to get access to all of the locked cheats without going through the trouble of beating all of the missions, deathmatches, and getting all golds in all training disciplines, you can use TeamED (http://worms2d.info/TeamED) to unlock them all. The file you need to edit or replace is WG.WGT and is in located in (WA installation folder)\User\Teams\
All legal versions of the game have started out with the cheat menus locked (and the Full Wormage scheme and the ability to edit super weapon ammo, which are also both unlocked by unlocking all cheats).

Didn't know that. Any idea when the speech bank bug will be fixed?

In the next update, which should be out soon.
Note that the speech bug is not related to the removal of those soundbanks.
Bear in mind that in Steam versions, the installation folder is Steam\Steamapps\common\Worms Armageddon
