I don't know what a heart of gold is(doesn't seem like it would be a very efficient thing to have), but I guess one reason to govern over a bunch of 10 year olds with an iron fist is if you want to build a small army and are looking into a long-term project.
Why are we discussing this?

Because you want the children to succeed in life (heart of gold) but the only way you know how to do it is with a strict method (iron fist).
Or because you are in an RPG and the Heart of Gold provides +5 HP while the Iron Fist provides +4 Attack and +2 Defence and the quest reads: "Govern over these 10 year olds".
Or maybe because you are a robot and you were programmed to do it.
