How do you turn on TestStuff when you're playing offline?

You can't.

Well, you can if you cheat a bit and play a LAN game by yourself, but that means no cpu teams.

you may use my hacking tool to enable teststuff in a normal game, with cpu teams too (though quite useless).

I think a certain new feature hasn't been documented in the 3.6.28.0 ReadMe. This feature allows you to start a network game with only one player. Thus, just host a Direct IP game, enable whatever modes with the usual network commands (/teststuff or /batty), light up and start the game.
