Update the stickies!

The new to the forum? Rules and tips needs to be updated, or at least a warning that it's horrible out of date.

EDIT: This includes the links (the FAQ version linked to is 2.1 rather than the still-out-of-date 3.0, and the one that's supposed to lead to the forum FAQ instead leads to a page about smilies!)

Well nobody ever checks those so an unstick could be usefull.

Maybe there could be a new, fresh thread with some info or summat.

I tweaked the "New to the forum? Rules & Tips" sticky yesterday, removing and changing out-of-date points. At some time, I might well write a rules thread similar to the FanArt forum rules, but less detailed.
