Page down key does not open chat window

It may be (and probably is) just an issue with my computer, but my Page Down key does not open my chat window. I discovered this while hosting a Direct IP game so I could check out the new test features. The new features seem very awesome at the least and I would very much like to try them. With a seemingly broken Page Down key this is impossible. May somebody assist me?

Your Page Down problem aside, it's not in-game where you should be typing the /teststuff command in.

Try in the lobby before the game instead. The one with the light bulb.

The network chat is unavailable in offline games. A Direct IP game with only one player is considered an offline game the moment the game starts.
