Not always. Most of the time you had to pay to be able to compile the exe's.
The .NET framework SDK has been free since the start, what you pay for is the Visual Studio IDE.

The Express (free) edition has been available for over an year though. Plus it might not be the best tool for first-time programmers to just "jump in".

You have to register this crap after a few days. Otherwise it won't start anymore.
If you want a good IDE, i recommend Eclipse (http://www.eclipse.org/).
It only supports Java out of the box, but there are plugins for several programming languages.

Too late! I got me a C++ compiler ages ago!
Although I could have a look through Java sometime...

I suggest Dev-C++ (http://www.bloodshed.net/devcpp.html) for bulk-free compiling.

Who cares about registering? It's free anyways.
Yeah. I made a program. Which says "please wait", and actually does nothing.
And a progress bar which measures time.

I must agree with this. I've used Dev C++ for a year and a half now and i'm happy with it. As long as I can do things with it, that's all what matters. I too recommend this compiler.

Uh, oh. Dev-C++ isn't a compiler, but an IDE.
It uses MingW as its compiler.
