Neh, that's a cheap alt enter trick or something like that, seen it on quite a few forums...
It's likely to be somebody who's account has been deleted or something like that. Maybe once Team17 decided to remove really old inactive accounts that hadn't posted, and didn't realise that he had, and so he got removed, yet the post remains. Or something like that.

As no URL of his profile is shown on any page and there isn't an online/offline button, I think it's pretty safe to say that he doesn't have a profile and is effectively non-existant.

The joke's on him -- I don't think anyone's going to spend all afternoon tracing his email address through the source or SQL or anything just to let him know the username registration is open again.

Ages ago, APJ pruned a lot of inactive e-mail accounts (including ones with inactive addresses) - when the user account got deleted, the posts remain but had no username listed next to them. And since there's no username, when you quote a post using the new feature in vB3.6, it can't realise there's no username, so screws up and shows the postnumber instead.
Nothing freaky about it - just a feature of vBulletin.
And please don't report posts unless they break a forum rule - us user mods don't want our inboxes filled up with reports about users who no longer exist.

It doesn't screw up and show the post no., it always shows the post number now and that's how you get that little arrow next to quotes.
