It uses your DirectX Vsync setting, under Advanced in your Display Properties.

yep you can enable disable it within the nvidia display settings or in a similar place for ati display adapters.

your nvidia video drivers by default have vsync set to be controlled by the program itself... and w:a, wwp and w2 all use vsync unless its not available/disabled.

Assuming he has an nVidia card/chipset...

Or an ATI display adapter with "a similar place".

Right click on desktop > properties > settings tab > advanced will always get you to your graphics card settings.

Yes, but those settings don't always allow you to change anything about Vsync.

Yes, but those settings don't always allow you to change anything about Vsync.
Of course, in the last window you have to click the tab which denotes your graphics card model.
The V-sync settings have always been there for Nvidia cards (at least since I got my GF2 some years ago).
I can't remember if ATI had them there too, but I guess so.

vsync in ati/nvidia drivers is only for 3d...
don't work for worms

Works for everyone else.

It has to work for all games. From what I understand if your gcard is told not to use it, it will not use it for anything, 3d or not. I know this because I have made a few 2D games myself.

I would like the option inside worms though;)

have a gander mrtaz... set your refresh rate to something besides 100hz, 50hz, 150hz and 200hz and disable vsync in your nvidia panel you will notice flickering in it where with vsync on there is none....

also i merely assumed that ati have a video software tweaking suite similar to nvidia but i guess its all command line and/or just lacks the vsync option?

The v-sync just synchronises the refresh rate with the rate of frames sent from the graphics card to the monitor.
If you set your refresh rate too low, it will always flicker.

I tested on many video card(old and new) and when you have v-sync option in your driver card, v-sync works only for DX8-9 games...
On my ati Radeon 9800 Pro, v-sync is enabled and i've some flicker...

And after reboot, that's work in every DirectX software.
