I thought it just meant "cute" since that's what people usually mean when they use :3. I guess the > changes everything.

Not unless you want it to be.. :p

And I think the general use of ':3' isn't to say something in perticual is cute, it's more of a 'cute way' to say =).

Person says:
Yay! :3


Or the whole thing could be used instad of "hello" to start a conversation with someone who won't to be freaked out.
