no.
gas, in physics, one of the three commonly recognized states of matter, the other two being solid and liquid. A substance in the gaseous state has neither definite shape nor definite volume. Like liquids, gases are fluids and assume the shape of their containers. Unlike liquids, they will expand to fill any container, regardless of its size. All gases condense into liquids or solids when sufficiently cooled or compressed. Most gases first liquefy, but some pass directly into the solid state; carbon dioxide, for example, can condense into dry ice. Some gases are extremely soluble in certain liquids, the liquid absorbing many times its own volume of gas. Some solids, by a process called adsorption, can take up many times their own volume of certain gases. The behavior of gases under various conditions of pressure, temperature, and volume is described by the various gas laws. Many of the properties of gases can be understood by considering the fact that only a small part of the volume of a gas is occupied by its atoms or molecules, which are in rapid, random motion.
Color or colour is a property of light that is determined by its wavelength (or by its composition as a blend of several wavelengths). The range of visible wavelengths of light is known as the visible spectrum, or simply the spectrum.
Akuryou13

Steam is water is ice.when you look at steam, is it not different from water? it's irrelevant whether or not they are TECHNICALLY the same, my point lies in that they are different in the same way a potato chip (crisp for you non-americans), is different from a baked potato. they ARE technically the same thing, but there are quite a few, rather obvious, differences. STEAM will not flow down a drain, water will. regardless of the fact that they are, scientifically, the same thing, they do not share all of the same properties, and therefore they are NOT without distinction enough for my point to make sense.....pedantic bastage....

Ok, so:
Mercury is the same as water (both being liquids at room temp), Gold is Silver... I could go on.
Mabye something a little better: Carbon12 is Carbon13 is Carbon14. All three are Carbon isotopes. They are different however, in the same way that ice, water and liquid are the different states of (what I will call) water.

Steam is water is ice.
Ice is made up of water molecules which form a large structure, similar to diamond, with lots of hydrogen bonds. In water, the hydrogen bonds are still present but it no longer has a giant structure. In a gas the molecules are usually too far apart to form hydrogen bonds which can break at that temperature anyway.
They may be made up of the same molecules but they have different properties for example, solid or liquid wax cannot burn, only gaseous wax can. The only difference is the energy in the system which leads to the number of intermolecular forces. As they do not have the same chemical and physical properties, they cannot be described as being the same.
